Pakistan's Geopolitics: The Equation of Energy, Aircraft and Credit Rating
Pakistan's economic diplomacy has currently entered a complex and multi-dimensional phase. A series of recent official statements and international news reports have made it clear that the country is, on one hand, rebalancing its dependence on Middle Eastern energy supplies, while on the other, opening new horizons in defense and commercial aircraft procurement with the United States. Added to this are exchange-rate stability, foreign-exchange reserve management, and the goal of credit-rating improvement. These three pillars—energy security, aircraft procurement, and sovereign credit rating—are playing a central role in determining Pakistan's macroeconomic future.
First, Pakistan's strategic rebalancing in the energy sector is notable. As part of improving relations with the United States, Islamabad is already examining the possibility of importing U.S. liquefied natural gas (LNG) and crude oil. There are two major reasons behind this initiative. One is growing geopolitical tension in the Middle East, especially security risks in the Strait of Hormuz and the Red Sea region. Two is Pakistan's need for long-term and reliable supply sources to meet domestic energy demand. U.S. energy imports will not only diversify supply but also alter the balance of strategic relations.
Second, aircraft procurement and financing is an important chapter. The process of signing a memorandum of understanding with Boeing for Pakistan International Airlines and domestic private airlines is moving forward. The major challenge of this purchase is financing. The possibility has emerged of obtaining loan support through the U.S. Development Finance Corporation (DFC) and the Export-Import Bank (EXIM). However, as a condition of this financing, certain policies regarding governance, transparency, and anti-money laundering may have to be accepted. Notably, progress in implementing Financial Action Task Force (FATF) recommendations is a positive signal for Pakistan.
Third, sovereign credit rating is the biggest test for Pakistan. S&P Global Ratings recently indicated that if Pakistan's economic trajectory remains satisfactory and political stability is maintained, the country's rating could be upgraded to double-B or BB- over the next two years. The rating currently stands at BB-minus. To achieve this goal, increasing tax collection, reforming energy subsidies, and reducing losses of state-owned enterprises are essential. The continuity of the International Monetary Fund (IMF) program is a key factor here.
In September, Pakistan plans to issue bonds in the international market. If this bond issuance succeeds, foreign-exchange reserves will increase and investor confidence will return. Alongside this, proposals are also under discussion to create a regulatory framework for new financial instruments such as digital assets or tokenized bonds. This signals Pakistan's progress toward a technology-driven economy in the future.
Fourth, in the geopolitical context, these three areas are interlinked. Energy and aircraft deals with the United States will influence Pakistan's diplomatic balance. They will also affect existing relations with China and Saudi Arabia. According to experts, Pakistan is now trying to increase its strategic autonomy through multi-directional diplomacy. The investment interest of U.S. companies in the Reko Diq mining project is part of this strategy.
Fifth, economic statistics show that Pakistan's tax-to-GDP ratio is still lower than that of other South Asian countries. Strict measures are being taken to fill the revenue gap. To bring discipline to subsidy reform and the financial sector, the central bank has taken a cautious stance on interest rates. Bringing transparency to the exchange-rate system has reduced foreign-exchange black-market activity.
Sixth, Pakistan's current position sends dual signals to international investors. On one hand, high inflation and political uncertainty are increasing risk; on the other, progress in the IMF program and reforms is encouraging. Besides S&P, Moody's and Fitch Ratings are also keeping an eye on Pakistan. It is learned that Pakistan's delegation will hold high-level meetings at the upcoming IMF and World Bank Annual Meetings.
All in all, Pakistan's macroeconomic diplomacy is in a phase of crisis transition. Energy supply diversification, financing of aircraft procurement, and credit-rating improvement are woven together. Success depends on the continuity of domestic reforms, political consensus, and maintaining credible relations with international partners. Every step of this process is closely intertwined with regional geopolitics and global economic change.
